Abstract

Self-organizing systems and only them have information processes. Information controls human behavior. Society, like any living system, has self-preservation as its goal. Infor­mation about self-preservation methods is formed as a result of practical human activity aimed at adaptation to the environment. Information about self-preservation of society is accumulated in genetic and epigenetic memory. The genesis of the Russian and Severo­morsk civilizations is considered as examples of the emergence of local civilizations. The first of them arose as a result of defense against enemies, and the second was the re­sult of adaptation to an environment where there were no enemies due to the compensat­ing effect of the environment.
