Self-organizing systems and only them have information processes. Information controls human behavior. Society, like any living system, has self-preservation as its goal. Information about self-preservation methods is formed as a result of practical human activity aimed at adaptation to the environment. Information about self-preservation of society is accumulated in genetic and epigenetic memory. The genesis of the Russian and Severomorsk civilizations is considered as examples of the emergence of local civilizations. The first of them arose as a result of defense against enemies, and the second was the result of adaptation to an environment where there were no enemies due to the compensating effect of the environment.
